Barnsley Building Schools for the Future (BSF) is a £1 billion plus programme being delivered by a Public Private Partnership (PPP) known as the Barnsley Local Education Partnership (LEP).
Barnsley LEP’s Private Sector Partner, Barnsley Partnership for Learning (BP4L), a joint venture between Laing O’Rourke and John Laing, is investing alongside the public sector.
The Barnsley programme represents the largest ever capital investment in the borough and is unique across the country as it involves the replacement of all of the Borough’s secondary schools estate with 9 new build Advanced Learning Centres, combined with the considerably improved special school estate and the provision of an integrated managed ICT service.

Barnsley’s Building Schools for the Future (BSF) programme reached financial close for the first phase of the £1.15bn programme in July 2009, forming a Local Education Business Partnership with its private sector partner Barnsley Partnership for Learning (BP4L), a joint venture between Laing O’Rourke and John Laing.
The Barnsley LEP, through its’ Private Sector Partner, BP4L, has been selected to deliver a complete transformation of educational facilities throughout the borough. Barnsley LEP is managing the financing, design and construction of the new Advanced Learning Centres and Special Schools and will operate them for a 25-year period for the benefit of the children, young people and communities they serve.
